Howard Jarvis, the vulture capitalist and ultra-conservative ignoramus who led Proposition 13 initiative that is the cause of
California's fiscal downfall 3 decades later.
This post is written especially for California residents and concerned visitors & guest workers and business operators from other states.
Here's a preliminary clue to what is going on with the video content aired December 12, 2008. At the time of this writing, the deficit has risen to 21.3 billion as of May 21st and accelerating without a "cure" in sight.
I lay out the theory for the readers to understand the ramifications of Proposition 13, besides corruption (legislators & executives beholden to special interests), greed (unions and overpaid state employees), and illegal immigration/legal migration with "anchor children" automatically U.S. Citizen per 14th Amendment that "leech" the health care, welfare and education system to the breaking point while paying less or no tax by circumvention, fraud and abuse.
My position is that the ramifications of the aftereffect of Prop 13 appear so dire it astonishes me that a state was once prosperous, progressive, administratively sound, transparently managed, and beautiful just four decades prior is so thoroughly mismanaged with bad laws rife with convoluted tax codes and permissible open immigration the citizen People of the state will face the consequence of governmental dissolution that may lead to social chaos unprecedented in the history of the United States.
The fiscal deficit spiraling out of control beyond capability of governance, the precipitous collapse of the state may devolve into total anarchy that will force the Federal Government's hands (barring Congress/White House's emergency aid grant to bail out the failed state in the Union in time, even though U.S. government is technically bankrupt dependent on foreign financing [China] to keep it afloat while national debt continues to rise steadily) to intervene under declared Martial Law to take control of the dissolved state of California to establish a new interim government once California constitution is rendered ineffective with either the entire system of laws abolished in anarchy or a despotic state government overtaken by plutocratic dictators with numerous factions split all over -- east, west, north, south, middle, and coastal.
The more I read about the origins of Proposition 13 that was passed to be enacted by voters in a close margin (64.8%) on June 6, 1978 -- the 1% property tax cap that on the surface might sound good (manipulative corporate entity-funded campaign advertisement urging sympathy towards low-income seniors whose houses were subject to inflation in rising value conforming to demand for land), but monstrous in regressive proportion that extends the coverage to corporate entities -- the less surprised I was at the sheer arrogance and callous attitude of right-wing extremists who pretend to be anti-government and anti-tax in their pushing the initiative that is the contradiction of James Madison's thesis on the danger of direct democracy.
The Founding Fathers chose the constitutional republic system because this method governs the system of checks and balances to control the unbridled passion between the voters and their reasonable representatives under the institution of a Constitution designed as a guide for the constituency and the elected officials to comprehend the political responsibilities vested in the informed population to delegate their preferences and destinies to the representatives.
The Founding Fathers knew direct democracy amounts to mob rule that would end up costing the People the price of freedom and contentment to return to Despotism and bondage of Slavery.
That extremist is the late Howard Jarvis, a bizarre practicing Mormon of contradictions who enjoys drinking liquor and smoking cigars. He was reported to behave cantankerously and loves to swear when he doesn't get what he wants.
Mr. Jarvis was said to be stridently opinionated with limited reasoning skill whose deliberate ignorance of the perfected art of republican government reflected his drive to collect half a million signatures by fools to draft the proposal for vote in the California populist system that allows creating the initiatives as a form of direct democracy.
Mr. Jarvis is indisputably the antithesis of Reason.
Because he is the proponent of irrational right-wing extremism that, through the erroneous passage of Prop 13, have decided the fate for California in financial health and administrative efficiency dependent on collected taxes to provide the traditional services (K-12 district, police, fire, health care, municipal government, etc) and manage the bureaucracy.
The reason for the creation and passage of Proposition 13 has to do with inflated adjusted value of houses and private properties that caused the ire of the owners, even among some who had been Californians for generations. The steeply rising property tax adjunct to the inflated property value, even if that property has already been bought and paid for in full.
I presume the inflation was due to the cause and effect of the demand for land according to the natural law of modern economics since California state became the most desirable destination for the citizen emigrants and immigrants to settle and reside to work, raise family, and enjoy recreation and life to the fullest in attaining the American Dream.
This American Dream will turn to the nightmare of unimaginable proportion -- not only for California but also the United States and even parts of the world that depend on Californian economy and trade.
Howard Jarvis was the ultimate charlatan as a business owner and esteemed member of Los Angeles Apartment Owners Association that formed the plan to create a "corporate tax haven" (commentary) through creating the Prop 13 initiative with invented reasons to play on public fear concerned about inflated property tax and other out-of-control fiscal affecting their lives, livelihoods, and happiness.
Mr. Jarvis lied bold-facedly with old-time charm to win over the discontented masses with his "revolutionary proposal" that began the so-called tax revolt under the presumption of noble intentions that conform to the frustrated and angry tax-paying citizens who are of staunch conservative mindset that trust emotion and blind faith rather than logic and reason.
Not unlike Joseph Smith, Jr., the fabulist-megalomaniac dictator behind the founding of the Church of Jesus Christ of Latter-day Saints that began with the self-created hoax of The Book of Mormon. Practicing Mormon adherents are born to be reared in the art of smooth-talking and treachery by deception. Howard Jarvis perfected the penultimate con to benefit the corporate interest in the wide-ranging freeze on property tax that force California to bear the blunt of the deficit in fluctuations by volatile law of economics that refuse to conform to twisted ultra-conservative logic.
The State of California will experience the excruciating pain of fiscal deficit Hell in unstoppable hemorrhaging thanks to the legacy of Jarvisism revered and idolized by the California Republican Party and Governor Arnold Schwarzenegger himself. The corrupted party has refused to even consider modifying or repealing Proposition 13 to alleviate the crisis because of inherent selfishness and arrogance typical of primitive "fundamentally conservative" attitude.
This attitude, applied even to the Democratic representatives and state senators who fear the backlash of the aggravatingly selfish constituency in moderately conservative districts of California, has rendered the State Government quintessentially ineffectual with the road paved to Hell.
The day of reckoning is about to come round in full effect if the parties refuse to compromise to repeal 2/3 super-majority requirement for state tax increase as mandated by voter-approved Prop 13 in a stalemate because the Republicans are stubborn in refusal to listen to reason and defend Prop 13 as the end-all solution to the concept of "limited government" through the tight regulation of taxation by the Electorate instead of the duly elected Representative.
California will sink into the Pacific under the crushing burden of fiscal deficit and exploding rate of immigration sucking up the service system to near-inefficiency, literally and figuratively, unless the cure is prescribed as suggested by James Madison in his paper (Federalist Paper No. 10).
The solution is to stop political quarreling, once and for all, and convene a constitutional convention to modify or repeal Proposition 13, overhaul tax code labyrinth, and detain welfare-dependent illegal aliens and reverse the automatic citizenship of "anchor babies" (to partially circumvent the 14th Amendment passed after the conclusion of Civil War and openly defy Open Immigration Act of 1965 passed under LBJ administration by 10th Amendment clause) to deport to the nations of origin with the stringent demand for the foreign governments to furnish just compensation for services misused and abused or else halt California-produced exports in frozen trade until the compensation is settled under fair conditions.
This is the ideal cure I propose to save California if such principles are followed.
The U.S. Congress must repeal Open Immigration Act and amend to modify Fourteenth Amendment to remove "automatic citizenship" clause for children born to illegal and undocumented immigrants in America and draft a bill that will retroactively revoke the citizenship for children born to illegal aliens and migrants of questionable status for mandatory deportation of both child and family that breached United States law to settle as aliens to the nations of origin.
This is the only way to substantially eliminate the large number of aliens that come to America to become partially or fully dependent on the education, health care, and welfare system that sap the energy and financial health of the states.
Such influx of aliens, once migrated, become assimilated that confound the culture with unmitigated diversity and foreign languages which render the uniquely American social, cultural, and ecological environment tarnished, unsafe, neglected and depressed with crime (theft, drug-dealing and violence), mischief (tagging), and depreciated quality of K-12 education in Academic Performance Index. Such is the case with Los Angeles County and L.A. Unified School District.
Theodore Roosevelt would be disgusted (his socio-politically astute essay "True Americanism") if he had been alive to witness the modern-day America as the melting pot of cultures in diversity manifested to deleterious and destructive effects as intended by the Jews to render the United States of America paralyzed to prevent effective cures in reform and progress by the vigilant and industrial Citizenry.
Thus begins the deliberate and progressive destruction of liberty and social harmony of the United States republic according to the nefarious plan of demoralization and disintegration by subversion and control for despotic power and ill-gained wealth by Zionist vipers, thieves and parasites.
